The backlog is likely to balloon to almost 6.3 million households in the socialized (1.6 million), economic (2.6 million) and low-cost (0.6 million) segments, including the households that will not be able to qualify for financing the purchase of housing units (1.5 million). 

Education Sector Authorities


Department of Education (DepEd) formulates, implements, and coordinates policies, plans, programs and projects in the areas of formal and non-formal basic education. It supervises all elementary and secondary education institutions, including alternative learning systems, both public and private.

Commission on Higher Education (CHED) is an attached agency to the Office of the President for administrative purposes of tertiary and graduate education.

Technical Education and Skills Development Authority (TESDA), an attached agency of DOLE, is for technical-vocational and middle-level education.

Gaming Sector Authorities

Philippine Amusement and Gaming Corporation (PAGCOR) is a 100 percent government-owned and controlled corporation under the Office of the President of the Republic of the Philippines. Its main purpose is to regulate, operate, authorize and license games of chance, games of cards and games of numbers, particularly casinos, gaming clubs and other similar recreational spaces in the Philippines. Aside from regulating casinos, it operates 13 casino branches and 35 satellite casino, collectively called Casino Filipino, in major cities.

According to the Pagcor, market shares are composed of Casinos in Entertainment City (54%), Pagcor Casinos (20%), Electronic Gaming Sites (15%), Casinos in Clark (10%) and Thunderbird Casinos (1%).

Philippine Charity Sweepstakes Office (PCSO) holds and conducts charity sweepstakes, races, and lotteries and engages in health and welfare-related investments, projects, and activities to provide for permanent and continuing sources of funds for its programs. The main products of the PCSO are the sweepstakes and the lottery games.

Philippine Racing Commission (PRC) regulates horse racing.

First Cagayan Leisure & Resort Corporation regulates and monitors on behalf of CEZA all activities pertaining to the licensing and operation of interactive games. Cagayan Special Economic Zone and Freeport (CEZA) is located the province of Cagayan.

Anti-money laundering Council (AMLC) is created to protect the integrity and confidentiality of bank accounts and to ensure that the Philippines shall not be used as a money laundering site for the proceeds of any unlawful activity. Casinos are officially included under AMLC’s coverage in 2017 even though casinos claim that it has minimum effects. Single cash transactions of casinos in excess of P5 million or its equivalent in any other currency, must be reported to the Anti-Money Laundering Council (AMLC).

Philippine National Oil Company (PNOC)


Philippine National Oil Company (PNOC) is a government-owned and controlled company which is engaged in exploration, exploitation and development of all energy resources. PNOC EC, a subsidiary of PNOC, is either the operator or partner in eight petroleum service contracts covering an aggregate area of 57,630 km2, currently the largest exploration acreage holding in the Philippine oil and gas sector. Malampaya gas field, which provides almost 40% of the country’s power source, was its biggest project and it’s planning to set up LNG facilities to prepare of the depletion of Malampaya.

Indegenious Land Rights

Indegenious Land Rights are the rights of indigenous peoples to land and resource-related, either individually or collectively. Through laws, the state recognizes self-governance, ancestral domain and natural resources within ancestral domains.  They are mainly concentrated in Northern Luzon (Cordillera Administrative Region, 33%) and Mindanao (61%), with some groups in the Visayas area.

Michael’s plan was to consolidate Manila harbor Center and Manila North Habour.
