Plate Numbers in the Philippines

Protocol Plate Number
1 is issued to the President
2 to the Vice President
3 to the Senate president
4 to the House speaker
5 to the Chief Justice of the Supreme Court (SC)
6 to Cabinet Secretaries
7 to senators
8 to congressmen
9 to associate justices of the SC
10 to the presiding justice and other justices of the Court of Appeals
11 to the Commission on Elections chairman
12 to Cabinet undersecretaries
13 to the Solicitor General
14 to the chiefs of the Armed Forces of the Philippines and the Philippine National Police
16 to the Regional Trial Court judges
17 to judges of the metropolitan and municipal trial courts and sharia courts

Notes: Except president and VP, only 2 plates can be registered per official. It cannot be transferred to others.

Special Plate Number
1000 to Ambassadors
XXXX or XXXXX : diplomatic, some exempted vehicles such as Special Economic Zone locators who brought cars from their original country for business purpose.

White Background with Black Characters : Private Vehicles
Yellow Background with Black Characters : Public Utility Vehicles
White Background with Black Characters : Government Vehicles
Blue characters : diplomatic and other exempted vehicles
Orange background with White Characters : Electric Vehicles

Commemorative Plates
There are several kinds of commemorative plates such as PNP, NBI, etc. Many people bought this plates believing traffic officers may ignore small traffic violations but not anymore. The commemorative plate shall not be superimposed over the regular plate. It shall be installed in front of a motor vehicle either at the right side or left side of the regular plate. As such the regular plate shall be maintained in the space provided for the purpose. Removal thereof shall be deemed as a violation. Placing the commemorative plate at the rear of a motor vehicle shall be strictly prohibited and penalized accordingly.
