Public Authorities of the Philippines 3

The Executive Branch

1. Office of the President (OP)

President has a great power such as control over all executive branches, ordinance, etc. The following agencies are under OP.
  • Commission on Higher Education (CHED) - Tertiary Education 
  • Authority of the Freeport Area of Bataan (AFAB) - Sepcial Economic Zone (SEZ) 
  • Bases Conversion and Development Authority (BCDA) - transform former US military bases into civil use. It's subsidiaries are Clark Development Corporation (CDC), John Hay Management Corp., Poro Point Management Corp., Bataan Technology Park, and  North Luzon Railways Corporation.
  • Cagayan Special Economic Zone (CSEZ): SEZ 
  • Commission on Human Rights (CHR) 
  • Cultural Center of the Philippines (CCP) 
  • National Economic and Development Authority (NEDA) 
  • Housing and Urban Development Coordinating Council (HUDCC) 
  • Metropolitan Manila Development Authority (MMDA) 
  • Movie and Television Review and Classification Board (MTRCB) 
  • National Security Council (NSC) 
  • Philippine Charity Sweepstakes Office (PCSO): National Lottery and sweepstakes draw 
  • Philippine Competition Commission (PCC): promote and maintain market competition 
  • Philippine Drug Enforcement Agency (PDEA) 
  • Philippine Postal Corporation (PHLPost) 
  • Philippine Sports Commission (PSC) 
  • Subic Bay Metropolitan Authority (SBMA): SEZ 
  • Philippine Racing Commission (Philracom): governs and regulates horse racing 
  • PHilippine Amusement and Gaming Corporation (PAGCOR): operates and regulates gaming industry such as casino, electronic gaming, online gaming,bingo, sports betting, etc. 
Notes: There are Office of the Vice-President and Cabinet Secretaries together with OP. Most of Cabinet Secretary members are head of executive department but there are others also.
2. Executive Department

Department of Agrarian Reform (DAR)
It provides land tenure security to landless farmers through land acquisition and distribution.
  • National Commission on Indigenous Peoples (NCIP) - recognition of ancestral domain. 

Department of Agriculture (DA)
  • National Food Authority (NFA) 
  • National Irrigation Administration (NIA): regulate small hydropower on irrigation system also. 

Department of Budget and Management (DBM)
Procurement Service

Department of Education (DepED) - covers till high school
National Museum of the Philippines

Department of Energy (DOE)

  • National Power Corporation (NPC/Napocor) - Missionary electrification function.
  • National Transmission Corporation (TransCo) - took over national power grid function from NPC.
  • National Electrification Administration (NEA) - Rural electrification
  • Philippine national Oil Company (PNOC) - will build LNG complex
  • Power Sector Assets and Liabilities Management Corporation (PSALM) - took over all NPC's assets and liability in accordance with EPIRA. will privatize the assets.


Notes: Energy Regulatory Commission (ERC) is an independent, quasi-judicial regulatory body, no under DOE.

  • Mines and Geosciences Bureau (MGB) - mining policy
  • Laguna Lake Development Authority (LLDA) - environmental issue near the lake.
  • Philippine Reclamation Authority (PRA)

  • Metropolitan Waterworks and sewerage System (MWSS)

  • Land Transportation Franchising and Regulatory Board (LTFRB) - Policy
  • Philippine National Railways (PNR)
  • Civil Aviation Authority of the Philippines (CAAP)
  • Civil Aeronautics Board (CAB)

3. Others


National Economic and Development Authority (NEDA)

It's a independent cabinet level agency headed by President of the Philippines. It finalizes major investment decisions of the country. Board members are composed of Socio-Economic Planning Secretary (Director General of NEDA), BSP Governor, MMDA chairman, etc.

Metropolitan Manila Development Authority (MMDA)

Metro Manila is directly supervised by the president of the Philippines. Voting members are the mayors of the localities in Metro Manila and the President, and Non-voting members are representatives from several Departments.


Social Security System (SSS) is state-run social insurance program for private sector workers.

Government Service Insurance System (GSIS) is for government employees.


Housing Urban and Development Coordinating Council (HUDCC) is the umbrella agency of various housing and development offices of the government. It's a cabinet level agency.

Special Economic Zone (SEZ)

Because of the several fiscal and non-fiscal incentives SEZ provides, many foreign companies choose SEZ.

  • 243 Information Technology Parks/Centers
  • 21 Agro-Industrial Economic Zone
  • 19 Tourism Economic Zones (TEZ)
  • 2 Medical Tourism Parks/Centers



Notes: DOT, under TIEZA, handles TEZ (Tourism Enterprises Zone). They have separate basis law but looks like it's a redundant.


Energy Regulatory Commission (ERC) is an independent, quasi-judicial regulatory body.


Philippine Stock Exchange (PSE)

In June 1998, the Securities and Exchange Commission (SEC) granted the PSE a ""Self-Regulatory Organization"" (SRO) status,


Development Academy of the Philippines (DAP) is a government research and training institution.


BSP (Bangko Sentral ng Pilipinas) is a central bank of the Philippines. (not an executive branch)


  • Monetary Board (MB) conducts monetary policy and supervises the financial system. DOF secretary is a member of MB.

Business Permit and Local tax related transactions. (Barangay Permit, Mayor's Permit, Occupancy Permit, Real Property Tax, etc)
