Free Float Level

The level is actually the percentage of a company’s outstanding shares that are not held by strategic shareholders

Based on the SEC’s definition, “significant share holdings of 10 percent or more” of the total issued and outstanding shares of a company were considered “strategic” and thus, excluded in the public float of the company. The minimum public ownership requirement for listed company is 10% as of now.

Notes: In general, big funds don't like to buy stocks of the low free float level since it's hard to sell when they want to sell. PSE also consider free float level when they include a company to a main and sub index.
